1. Department of Information and Communications is a specialized agency of the provincial People's Committee, performing the function of advising and helping the provincial People's Committee in state management of: press; publish; Postal; telecommunication; radio frequency; Information Technology; electronic; radio and television; foreign information; news bulletins; basic information; information and communication infrastructure; advertise in newspapers, on the network environment, on publications and integrate advertisements on post, telecommunications and information technology products and services (hereinafter referred to as information and communication for short).
2. Department of Information and Communications has legal status, its own seal and account; under the direction and management of the organization, personnel and work of the provincial People's Committee, and at the same time, under the direction, inspection and professional guidance of the Ministry of Information and Communications.
